Date : 3rd Oct 05 Summary: The Local Government Loans Board (LGLB) is a financial institution which serves as a source of loan capital finance to Local Government Authorities for investment purposes. The investments aim at stimulating economic development by supporting the implementation of economic projects.
The present Local Government Loans Board was established in 1986, under Part v of the Local Government Finances Act No 9 of 1982.
LGLB in Tanzania was originally established way back in 1953 when the Local Councils Board as it was then known, was established by the British Colonial Government under Cap 333 of the Local Government Ordinance. The Local Government system was abolished on Tanzania Mainland in 1972 and the subsequent introduction of a decentralization system which was in essence was deconcetration, inevitably led to the suspension of the operations of the Board.
The main functions of the Board are:
?To receive, administer and invest funds of the Board,
?To lend funds of the Board to Local Government Authorities for development projects and other economic activities geared towards improving and/or increasing Local Government revenue capacity,
?To provide financial assistance by way of grants, furnishing of guarantees or in any other way,
?To provide and operate services on behalf of or for the benefit of Local Government Authorities.
At present, the local government system in Tanzania Mainland is undergoing a process of reform whose overall objective is to improve the quality and access to public services that are provided to the people at local level through or facilitated by Local Government Authorities. The Board being an integral part of the local government system in Tanzania, is also undergoing a restructuring process to enhance its role in the social-economic development of the people through a reformed local government system.
