Introduction to LGAs

The Government of Tanzania is committed to providing high quality and responsive services to all Tanzanians wherever they are in the country. This is a big challenge to the President뭩 Office Regional Administration and Local Government (PORALG). There are over 33 million citizens spread over 945,000 square kilometers of land area who depend on 114 Local Government Authorities (LGAs) to provide them with the services. To achieve the above goal the LGAs require fundamental changes in the way they are organized and conduct their activities in terms of their employees, systems and resources. It also requires the policy making process to have stronger links with systems for service delivery and ensuring that the whole process is participatory. Particular emphasis is given to participation of key stakeholders in the process and to democratic decision making in the LGAs. It is in this context that the Local Government Reform Programme (LGRP) was formulated and implemented by the government in order to meet the challenge mentioned above by addressing structural problems which constrained the performance of the LGAs. Through the programme, the government intends to strengthen Local Authorities and transform them to be effective instruments of social and economic development at local level. This has been addressed by the government in "A Local Government Reform Policy Paper" of 1998. The main goal in addressing the structural problems is to carry out restructuring exercise to set out the strategies and to reorganize the LGAs to deliver the services effectively. To carry out the restructuring exercise, each LGA will be required to form a Council Reform Team (CRT) to spearhead the process and to build the necessary capacity to manage the increased duties and responsibilities under the decentralized system. The government has designed a simplified and practical restructuring process which is documented in a Restructuring Manual which sets out the steps required in order to restructure an LGA. Restructuring an LGA is a complex task which takes time. According to the manual there are eleven restructuring steps which represent the essential building blocks of the overall process. They are presented sequentially so that at any one point in time one can check the progress and degree of completion of required tasks. The steps are: 1. Formation of the CRT 2. Stakeholders workshop 3. Data collection 4. Data Analysis 5. Preparation of Strategic Plan 6. Organisation Review 7. Selection of Preferred Organisation Option 8. Design of Human Resources Systems 9. Implementation of Quick Wins 10. Implementation of Plan and Budget and 11. Implementation of Human Resources Process. In the course of implementing the restructuring process, after step number four, each LGA prepares a comprehensive profile which forms the basis for its preparation of an LGA뭩 Strategic Plan which describes the LGA뭩 long-term goals and objectives, and strategies or means the LGA plans to use to achieve its general goals and objectives The profiles for LGAs which have completed their restructuring process are available through the link below.
