Ever since independence, the Government of Tanzania (GoT) recognised the central role of the education sector in attaining the overall development goal of improving the quality of life of Tanzanians. Several policy and structural reforms have been initiated by the Government to improve the quality of education and to ensure Universal Primary Education for all so as to strengthen the link between education provided at all levels and the socio-economic development of Tanzania.The Primary Education Development Plan (PEDP) is a five-year plan, which was officially launched by the Government of Tanzania in July 2001 in order to increase enrolment in Primary Education and to improve the quality of Primary Education delivery. In more specific terms, the Plan aims at increasing access to Primary Education, improving the quality of teaching and learning processes, supplying of school materials and enhancing the capacities of various stakeholders taking active role in managing Primary Education at national. In order to ensure a smooth implementation of the Plan, the President’s Office, Regional Administration and Local Government (PORALG) initiated a comprehensive national-wide capacity building training programme for regional and local government leaders, chief executives and senior officials in Tanzania Mainland. Without doubt, the PORALG’s endeavour is in partial fulfilment of the Local Government Reform Programme (LGRP) the goal of which, among others, is to build and improve the managerial capacities of the Regional Administration and Local Government Authorities (LGAs) so that they can jointly manage Primary Education with great efficiency, effectiveness and the highest degree of integrity, diligency, transparency and accountability in accordance with the national guidelines.regional, council and school /village levels.
