| Description | | The Government of the United Republic of Tanzania is currently implementing the Local Government Reform Programme hand in hand with the Civil Service and Sector Reforms. These reforms started at various points in time and have proceeded with different speeds. Yet, it is important for the success of all three reforms that the linkages between them are recognized and their activities are coordinated. The decisive step towards the reform of the local government system was taken in June, 1996 when the Prime Minister in his Budget Speech of June 28th 1996 announced the Government’s decision to restructure and down-size regional administration with the objective to make local governments more efficient and effective. The Government’s decision was followed by the preparation of the Local Government Reform Agenda 1996 – 2000 which was published in October, 1996.
The Agenda sets out the Government’s vision, objectives, strategies and key activities for the reform of local governments. The Agenda has now been translated into the Policy Paper on Local Government Reform issued in October, 1998. At the same time, the Policy Paper has been backed up with legal provisions following the passage of the Local Government Laws (Miscellaneous Amendments) Act 1999, No. 6 of 1999. The Local Government Reform Programme is not an isolated incidence. Rather it is one, among the several major reforms which the independent Government of the United Republic of Tanzania has taken to reform local governments since they were first established during the British colonial rule. |
