| THE BY-LAW MAKING DATABASE and LEGISLATIVE MANUAL | | The By-Law Making Database is an online or web-based system, allowing local authority legal officers to draft new by-laws according to the procedures laid down in the Local Government Legislative Manual. The system allows the draft legislation to be scrutinised online by the PMO-RALG legal department, regional legal officers, the Regional Commissioner, sector legal experts and the Attorney-General. At each stage, an authorised officer can amend or comment on the legislation as appropriate, passing it onward or backward in the system as necessary. The legislation is provisional until such time as all relevant authorities have approved it, after which it can be submitted for final approval by Parliament and thereafter printed in the Government Gazette. | | |
