Title Transport Management System Training in Brief
Description 

As part of the reform process taking place in the local government countrywide, PMORALG has found it appropriate to install Transport Management Systems (TMS) to be used by councils for managing and controlling of vehicle fleet. Capacity building in Transport Management has to be undertaken as a pre-requisite to make the system operational.

PMORALG together with the Ministry of Health consulted the National Institute of Transport (NIT) to build the required capacity in the councils. Implementation of the TMS involved, Induction  Training of 88 council staff in Transport Management and Control, 137 appointed Transport Officers in TMS, 21 Regional Secretariat Officers in Transport Monitoring and 202 council Directors and Treasurers in TMS and vehicle maintenance & operations. The training was assisted by Danish funded Health Sector Program Support (HSPS).

Installation of TMS was carried out in 116 councils out of 121 councils. PMORALG will arrange training and will install the TMS to the 5 remaining councils.

DMIS should continue with monitoring and support of the TMS system through training of Council Transport Officers (CTOs). PMORALG will assist councils to employ full time CTOs. Sustainability of the system will depend both, on the commitment of the Council Management and Support from DMIS.
