Q: The Technical Reports that follow were produced by the Andrew Young School of Policy Studies, Georgia State University (GSU), as consultants to the Local Government Reform Programme (LGRP) of the President?s Office, Regional Administration and Local Government (PO-RALG). The consultant?s terms of reference are to assist the Government of Tanzania through the Fiscal Decentralisation Task Force (FDTF) of the LGRP in the design and implementation of a formula based recurrent grant system.
