URBAN SECTOR REHABILITATION PROGRAMME (USRP)

Background The Urban Sector Rehabilitation Programme (USRP) is a programme, which was implemented for 92 months beginning May 1997 to December 2004. The Government of the United Republic of Tanzania, the World Bank, the Governments of Britain, Germany, Ireland and the Netherlands financed the programme jointly. The total cost of implementing the programme was US $ 141.3 million. Coverage The USRP covered the city of Mwanza and all the municipalities of mainland Tanzania, namely Arusha, Ilala, Iringa, Kinondoni, Mbeya, Morogoro, Moshi, Tabora, Tanga and Temeke. In these urban centers, the following were implemented: 꼃 Rehabilitation and construction of roads and bus stands, 꼃 Rehabilitation and construction of storm water drainage systems, 꼃 Rehabilitation and construction of sewerage systems, 꼃 Provision of cess - pit emptiers, 꼃 Solid waste management systems, including construction of damps and provision of vehicles, 꼃 Valuation of properties in order to smoothen collection of property tax by the respective urban authorities, 꼃 Provision of office equipment like computers and their accessories, 꼃 Construction and equipping of Workshops, 꼃 Training of officials and leaders on sustainable development, with particular emphasis on revenue collection. In the case of Dodoma Municipality, the programme addressed the issue of water supply in Nkuhungu area.
